But some experts say the existing online collection of studies, practices and grant opportunities&nbsp; hasn\u2019t served educators well.<\/p>\n\n\n\n<p>\u201cThe distance between the federal government and your local school principal is huge,\u201d said Ken Trump, a school safety expert who consults with districts across the country. \u201cThe federal government is the last place they look for resources.\u201d<\/p>\n\n\n\n<span class=\"cta_snippet\"><hr><p><em>Get stories like these delivered straight to your inbox. <\/em><a class=\"arrow\" href=\"https:\/\/www.the74million.org\/about\/newsletters\/?utm_source=website&utm_medium=article&utm_campaign=top&utm_id=newsletter\"><strong>Sign up for The 74 Newsletter<\/strong><\/a><\/p><hr><\/span>\n\n\n\n<p>Launched in 2020, <a href=\"https:\/\/www.schoolsafety.gov\">Schoolsafety.gov<\/a> was an outgrowth of the Federal Commission on School Safety created after the 2018 mass shooting that left 17 dead at a high school in Parkland, Florida. Max Schachter, the father of one of the students killed at Marjory Stoneman Douglas High School, <a href=\"https:\/\/twitter.com\/maxschachter\/status\/1540742749099630594?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\">pushed for<\/a> the updated clearinghouse in the new law.&nbsp;<\/p>\n\n\n\n<p>The legislation gives the Department of Homeland Security responsibility for the Federal Clearinghouse on School Safety Evidence-based Practices. That could suggest the resources included would lean more toward what is often referred to as \u201chardening\u201d schools with armed officers and tighter security, Trump said.&nbsp;<\/p>\n\n\n\n<p>\u201cAre we really saying that our education departments are inept and incapable of handling school safety?\u201d he asked.&nbsp;<\/p>\n\n\n\n<aside class=\"inline_story shortcode simple\"><a href=\"https:\/\/www.the74million.org\/article\/ohio-teachers-may-soon-carry-guns-among-experts-safety-concerns-racial-bias\/\"><figure style=\"background-image: url(https:\/\/www.the74million.org\/wp-content\/uploads\/2022\/06\/Ohio-teacher-gun-law.jpg);\"><\/figure><div><span class=\"sans related_tag\">Related<\/span><h4 class=\"sans\">Ohio Teachers May Soon Carry Guns. Among Experts\u2019 Safety Concerns: Racial Bias<\/h4><\/div><\/a><\/aside>\n\n\n\n<p>The clearinghouse is part of the Bipartisan Safer Communities Act, the gun reform law sparked by the May 24 mass shooting in Uvalde, Texas, that left 21 dead, including 19 fourth graders. While some observers said the new law makes only \u201cmodest progress\u201d on <a href=\"https:\/\/all4ed.org\/press_release\/statement-from-deborah-delisle-on-the-bipartisan-safer-communities-act\/\">gun control<\/a>, others were pleased that it broadens the scope of what it means to keep schools safe by emphasizing mental health services.&nbsp;<\/p>\n\n\n\n<p>\u201cI take some consolation from the fact that we are not trying to ram through the increasing militarization of schools,\u201d said Meg Caven, a senior research associate at the Education Development Center, a nonprofit research organization near Boston. But she added that there\u2019s still limited evidence behind many school safety efforts. \u201c[Schools] want an out-of-the-box solution and there isn\u2019t one.\u201d<\/p>\n\n\n\n<p>The legislation comes as the <a href=\"https:\/\/nces.ed.gov\/pubs2022\/2022092m.pdf\">latest school violence report<\/a>, released Tuesday, shows 93 school shootings with casualties occurred during the 2020-21 school year \u2014 the highest number since the government began collecting the data in 2000. Many of the incidents occurred on or near school property while the buildings were closed for remote instruction.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.the74million.org\/wp-content\/uploads\/2022\/06\/school-shooting-figure-1-chart.jpg\"><img decoding=\"async\" loading=\"lazy\" width=\"999\" height=\"497\" src=\"https:\/\/www.the74million.org\/wp-content\/uploads\/2022\/06\/school-shooting-figure-1-chart.jpg\" alt=\"\" class=\"wp-image-692381\" srcset=\"https:\/\/www.the74million.org\/wp-content\/uploads\/2022\/06\/school-shooting-figure-1-chart.jpg 999w, https:\/\/www.the74million.org\/wp-content\/uploads\/2022\/06\/school-shooting-figure-1-chart-300x149.jpg 300w, https:\/\/www.the74million.org\/wp-content\/uploads\/2022\/06\/school-shooting-figure-1-chart-825x410.jpg 825w, https:\/\/www.the74million.org\/wp-content\/uploads\/2022\/06\/school-shooting-figure-1-chart-768x382.jpg 768w\" sizes=\"(max-width: 999px) 100vw, 999px\" \/><\/a><figcaption>A new school crime and safety report released Tuesday from the National Center for Education Statistics shows the highest number of shootings with casualties in more than 20 years. (National Center for Education Statistics)<\/figcaption><\/figure>\n\n\n\n<p>Research backs <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/29961927\/\">a comprehensive approach<\/a> to school safety \u2014 securing the physical space as well as emphasizing violence prevention and ensuring students feel welcome and supported at school. But researchers note that schools and communities face \u201cenormous challenges\u201d in striking that balance.&nbsp;<\/p>\n\n\n\n<p>A 2018 Johns Hopkins University study found <a href=\"https:\/\/www.jhuapl.edu\/PressRelease\/180406b\">limited research<\/a> on the effectiveness of controlling access to schools and adding more school safety hardware.&nbsp;<\/p>\n\n\n\n<p>Adam Lane, principal of Haines City High School in central Florida, said he\u2019s viewed the existing clearinghouse, but relies much more on local sheriff\u2019s deputies who regularly walk through his school site and review safety procedures.&nbsp;<\/p>\n\n\n\n<p>\u201cI\u2019ve got a face, a name and a cell phone number,\u201d he said. \u201cThey know me. They know my students.\u201d<\/p>\n\n\n\n<p>His 3,000-student school also has 12 counselors, a social worker and a school psychologist. He said he would use any additional funding from the law to further reduce counselor caseloads, currently at 300.<\/p>\n\n\n\n<aside class=\"inline_story shortcode simple\"><a href=\"https:\/\/www.the74million.org\/article\/experts-question-why-uvalde-chief-not-placed-on-leave-amid-multiple-probes\/\"><figure style=\"background-image: url(https:\/\/www.the74million.org\/wp-content\/uploads\/2022\/06\/Pete-Arredondo.jpg);\"><\/figure><div><span class=\"sans related_tag\">Related<\/span><h4 class=\"sans\">Uvalde School Police Chief Placed on Leave<\/h4><\/div><\/a><\/aside>\n\n\n\n<p>The law provides roughly $2 billion for school safety improvements, school climate initiatives and student mental health services. Other provisions that focus on students and schools include:<\/p>\n\n\n\n<ul><li>Expanding criminal background checks for gun buyers under 21 to include juvenile justice records, as well as mental health histories, which some say could result in unintended consequences. Riya Saha Shah, managing director of the Juvenile Law Center, said there currently is no central repository for juvenile mental health records and that states might try to make it easier to access such information because of the law. \u201cWe don\u2019t know what it will be used for beyond this particular background check,\u201d she said, adding that it could make students reluctant to seek help from school counselors and mental health specialists.&nbsp;<\/li><li>Allowing districts to bill Medicaid for mental health services to students with an individualized education program, including telehealth, and providing $50 million to update Medicaid systems for school-based services. AASA, the School Superintendents Association, has been <a href=\"https:\/\/www.aasa.org\/uploadedFiles\/Policy_and_Advocacy\/Resources\/AASA_Medicaid_Report_FINAL.pdf\">advocating<\/a> for this flexibility. Within a year, the education department must also work with other federal agencies to create a technical assistance center to help districts, especially small and rural ones, with billing questions and administrative issues.<\/li><li>Providing $1 billion for the education department\u2019s Student Support and Academic Enrichment program \u2014 the part of the Every Student Succeeds Act that calls for students to have a \u201cwell-rounded\u201d education. The funding can be used to improve student engagement and school climate with offerings such as art and music programs, foreign language and environmental education. The funding also supports educational technology<\/li><li>Providing $500 million for training school counselors, social workers and psychologists through an existing Department of Education <a href=\"https:\/\/oese.ed.gov\/offices\/office-of-formula-grants\/safe-supportive-schools\/school-based-mental-health-services-grant-program\/\">grant program<\/a>.<\/li><li>Including $240 million for <a href=\"https:\/\/www.samhsa.gov\/school-campus-health\/project-aware\">Project AWARE<\/a>, which stands for Advancing Wellness and Resiliency in Education. A partnership between state education and mental health agencies, the program provides training to school staff members and other professionals working with students. Sixty grantees have received funding since 2018, and according to the website, over 141,000 students have been referred for mental health services.<\/li><li>Increasing funding for the 21st Century Community Learning Centers program by $50 million.
